Angel Alcala
Biography


Angel Alcala has more than 30 years of experience in tropical marine resource conservation throughout Southeast Asia in academic, government and consultant positions. Alcala is known as an international authority on the community ecology, biogeography and systematics of Philippine amphibians and reptiles. He is also responsible for developing the first community-based project to protect and manage coral reefs, which is now emulated as the premier model for reef fisheries development and biodiversity conservation in the region. Alcala took the lead role in the creation of the Apo and Sumilon marine reserves in his native Philippines. In addition, he aided in establishing many other marine reserves in his country. He established the Silliman Marine Laboratory, which is now part of the Institute of Environmental and Marine Sciences of Silliman University, in 1974 and served a term as director before moving on to the positions of vice president and president of Silliman University.

Previous roles include a position as consultant to the Institute of Marine Science at the University of the Philippines, deputy executive director of the Philippine Council for Aquatic and Marine Research and Development, and visiting researcher at the Smithsonian Institution, the University of Florida and at research institutions in Germany and Taiwan. In addition, he has worked in Philippine government for seven years, as secretary of the Department of Environment and Natural Resources, and as chairman of the Philippines Commission on Higher Education.

Alcala has produced about 160 scientific papers and books on marine biology, herpetology and conservation and has presented papers at numerous international conferences. He has given lectures on marine reserves in the Philippines, Australia, Hawaii, British Columbia and the United States. He has consulted on projects funded by the United Nations Development Programme, the United Nations Environment programme, World Bank, Global Environment Facility and the Philippine Department of Environment and Natural Resources.
